The 11th Regional Maritime Security Practitioner Programme

The 11th Regional MARSEC Practitioner Programme (RMPP) brought together 119 MARSEC practitioners from 28 countries representing regional and extra-regional navies, coastguards, maritime and enforcement agencies, and the shipping community to enhance appreciation of the MARSEC environment and facilitate exchange of views and perspectives on MARSEC issues. The programme was co-organised by the Information Fusion Centre (IFC) and the S. Rajaratnam School of International Studies (RSIS) and was conducted from 17-21 July 2023 at the Changi Command and Control Centre (CC2C) in RSS Singapura – Changi Naval Base.

Designed to include both theoretical and operational perspectives, the RMPP aimed to foster interaction and dialogue between subject matter experts, operation commanders, and participants. The week-long programme covered various topics such as information-sharing, illegal, unreported, and unregulated fishing, the Law of the Sea, and other critical maritime security matters.

The broad programme included classroom-type lectures and presentations by subject matter experts, and experiential learning through visits to the Police Coast Guard (PCG) Headquarters – Brani, Singapore Navy Museum (SNM), and the Singapore Maritime Gallery (SMG).  Participants also had an opportunity to engage with senior practitioners during the Senior Commanders’ Dialogue session. The course provided a platform for all participants to build friendships, exchange ideas, and in the long term, enhance partnership and confidence, and aimed to promote more collaborative activities in among participating countries.
