Abstract
This working paper examines key developments in the peace talks between the Moro Islamic Liberation Front (MILF) and the Philippine government, focusing in particular on the Memorandum of Agreement on Ancestral Domain (MOA-AD) in 2008. It discusses the factors influencing the progress of peace talks, and examines prospects for the success of future talks. In a postscript to this paper, the author reviews the Framework Agreement on the Bangsamoro (FAB) signed in October 2012, and its significance.
