Abstract
This paper examines the prospects for a great power in the Asia Pacific region. It argues that while improved prospects for great power cooperation exist, especially in Northeast Asia, an Asian concert system will not resemble the classical European model. An Asian system will be issue-specific, sub-regional and fluid. Moreover, an Asian concert will be geared more to managing relations among the great powers than providing a joint approach to regional conflicts.
