In a book excerpt, RSIS Senior Fellow Chris Cheang, a former diplomat posted to Moscow in the 1990s, shared how his initial reaction to the assignment was one of dismay, given concerns about rampant lawlessness, poverty and high levels of crime in the wake of the Soviet Union’s collapse. After living in Moscow for some time, he found that his attitude towards the country changed.
