In a commentary, Jose Ricardo Sto. Domingo, a research analyst at NTU’s RSIS, said that Malaysia’s decision to impose a Movement Control Order (MCO) was its best option to reduce further infection, but its sudden announcement initially caused public confusion and reflected insufficient planning.
