In a commentary, Joseph Franco, research fellow at RSIS, said that communal tensions and the proliferation of weapons and bad actors will have to be resolved holistically by the future Bangsamoro Autonomous Region in Muslim Mindanao and the Philippines’ national leadership to ensure stability.
