Dr. Surin Pitsuwan, former ASEAN Secretary General and Chair of the High Level Advisory Panel, will deliver a presentation on the HLAP Report. The purpose of the public seminar is to generate comments and inputs from the participants on how the HLAP Report on mainstreaming the Responsibility to Protect and mass atrocities prevention can be promoted in ASEAN, as well as in operationalizing the Report’s recommendations in the domestic and regional contexts. What role can various communities play in promoting public awareness about R2P and in fostering dialogues about the importance of mass atrocities prevention at various levels? In what ways can ASEAN member states like Singapore contribute to advancing the norm in the region and in building national and regional capacities in preventing genocide, crimes against humanity, war crimes and ethnic cleansing?
