Mr Chong De Xian is an Associate Research Fellow in the Maritime Security Programme with effect from 1 August 2024.
De Xian holds a MSc in International Relations from RSIS (2017), and a BA in History (First Class Honours) from Nanyang Technological University (2016).
De Xian was previously a Naval Officer with the Republic of Singapore Navy, serving as a staff officer at the Information Fusion Centre (IFC). He was primarily involved in the management of the IFC Watchfloor’s operations, and worked with the centre’s International Liaison Officers to develop research products distributed to maritime operations centres and shipping partners worldwide. He was also involved in the planning and execution of numerous bilateral/multilateral military exercises and engagement forums, serving as the principal staff officer for the ASEAN Navy Chiefs’ Meeting Permanent Co-Secretariat from 2019 to 2022.
His research interests include Southeast Asian maritime security, particularly the region’s naval affairs and maritime domain awareness developments; Maritime cooperation and confidence-building measures in the Asia-Pacific; and Great power engagement and competition in Southeast Asia.
