The harsh reality is that the ongoing effort to curtail China’s technological progress is too little, too late. The fact of the matter is that China is now a major global technology power and a net provider of technology. Simply put, decoupling is not about to bring the dividends the Trump administration hopes. That ship has long since sailed.
