In a commentary, Associate Research Fellow Lee YingHui at RSIS discussed the Bihai 2020 (or “Blue Sea 2020”) – an eight-month long maritime law enforcement initiative announced by the Chinese Government in April. The initiative appears to be solely aimed at enhancing marine environmental protection on the surface. However, there is a possibility that the initiative could be used as yet another justification for the increased presence of Chinese law enforcement vessels in the disputed South China Sea, she said.
